Imogene Percival is a proud Woppaburra and Quandamooka woman living on Meanjin Country, Brisbane. In July 2026, she joined Stepping Black as an Independent Director, bringing experience in governance, law and public administration to support the organisation's strategic direction and growth.

A non-practising lawyer and public servant, she has more than a decade of experience across the Australian Public Service. Since July 2024, she has worked in Aboriginal governance as Coordinator for her Registered Native Title Body Corporate and also serves as a Board Director for a Traditional Use of Marine Resources Agreement (TUMRA) Aboriginal Corporation. Across these roles, she walks with Traditional Owners, families and community members to uphold self-determination and support work that cares for Country, keeps culture and language strong, opens clean energy opportunities, and grows First Nations economic development.

She holds a Bachelor of Laws, a Graduate Diploma in Legal Practice and a Graduate Certificate of Management. Her experience spans administrative law, cultural heritage protection, workforce strategy, regulatory decision-making and policy development.

She is passionate about sharing practical knowledge, resources and guidance with Aboriginal corporations, government agencies, community organisations and people working across legislation and organisational strategy. Her work is grounded in walking with communities and organisations to build knowledge, confidence and practical tools, so decisions are informed, community-led and focused on lasting outcomes.
